Ensure that all projects prohibit the use of boom lift to transfer people (leading to have people going outside of the basket when at height)

Ensure that all projects have always, in the vicinity of any boom lift in operations, a trained ground operator able to maneuver the equipment in case of emergency
Conduct test/drills to verify that designated ground operators are able to maneuver the boom lift
